Is it true that in South Africa single women have to be topless and married women aren't and they wear hats?

If so, why do they do that?
No. I've been to South Africa and I did not see one span of breasts. Maybe there is a specific tribe out in the desert somewhere that does that, but it's not the mainstream in the cities.
