women and hats?

My boyfriend and I are disagreeing as to when the pertinent times are to wear a dressy hat for women. I think women should not wear hats at church, vocation, or a restaurant and they should only be worn during casual times. He thinks they are usurp at any time.
You can harass a hat pretty much anywhere that you wish. Keep in mind the style of the hat and how well it will work with the ecosystem you are in.
