Why is it that women can wear hats in church?

I see women wearing hats in church and they are very fair, but a man cannot, is this a justified mannerism ?

It's unwritten. A man's hat is considered part of his outer wear, like his coat, while a lady's hat is part of her fit out. This dates back to the days when people wore their best clothes, their "Sunday paramount" to church.
