Is it ok for Muslim women to wear hats instead of scarves?

I was wondering...when ever I see a Muslim chambermaid, she is always wearing some type of scarf over her head, and it usually covers her shoulders as well... Is she allowed to along just a regular hat> Like a beenie, or a cowboy hat? as hanker as it covers her hair?

A hat doesn't traverse as well as a scarf, so a scarf is the best option. And, more than the hair should be covered... the neck should be as well, and a hat won't do that.
