Why do British women feel the need to wear preposterous hats to public functions?

American women are much more sophisticated when they wear a hat. I think of Jackie O who set the standard. And French women recognize the need for understatement and elegance in the hats.

Maybe they speed hats impractical as we have impossible shoes - the stature deduce (wear high maintenance, and disposable income of elegant frivolity.
